Yep.  After a series of storms generated localized flooding in Tennessee, some teens decided to ‘make hay while the sun shines,’ as we’d say in these parts. Local cops, taking advantage of an opportunity they don’t often get in ocean-challenged Tennessee, subsequently arrested them for … surfing?
